The proposal site is approxiately 3 hectares in size and made up to two fields currently in agricultural use. It is located outside of, but directly adjacent to, the village settlement limit. The village conservation area boundary is located north of the site. The intention is to submit a full planning application for around 57 dwellings, with associated pedestrian/vehicle access, landscaping and other infrastructure. Key elements of the scheme include:
A suitable mix of 1, 2, 3 and 4 bedroom dwellings.
At least 16 affordable homes, in line with Mid Devon Local Plan requirements (30% of overall dwellings numbers)
A new vehicle and and pedestrian access from Lower Town, including a pedestrian crossing. New pedestrian facilities would tie into existing pavements to provide connections to local village facilities and Tiverton Parkway station.
Retention of existing boundary hedgerows alongside additional landscape planting.
Balancing ponds and other sustainable drainage features to attenuate surface water flows and ensure flood risk is not increased.
Maximising opportunites for biodiversity net gain on site.
Developer contributions towards provision of public open space, heathcare, education and active travel improvements.
An initial masterplan for the site is shown below. Technical assessments in relation to matters such as highways, heritage, drainage and ecology is ongoing and therefore the layout and numbers of dwellings proposed is not yet fixed.

Pre-application advice has been sought on the principle of development from Mid Devon Council and a full copy of planning officers’ written response can be downloaded here. The pre-application letter explains why officers are supportive of the principle of housing at the site.
We are continuing pre-application engagement with the Council on detailed matters, including required developer contributions, ongoing appraisal work and the site layout.
Alongside the technical appraisal work with the project team, we are seeking feedback from the community on local priorities for Sampford Peverell, and any other matters that should be taken into account for development of this site. We will be running this webite throughout March and the beginning of April to allow everyone the time to provide comments.
